Installing on Target Device

I thought this would be extremely simple, until implementation ofcourse, and now I am struggling with this. I am building a full featured image that is not restricted by any limitation of HardDisk size. The objective is to enable the target to have a XP Explorer shell and install drivers and other applications directly from the installation CDRoms they come on for XP Pro. The client is against component construction and wished to do things this way. I have thrown everything I can imagine into the build of this image, but when literally any driver or application is installed a request for missing Windows files, such as pci.sys, pciindex.drv, etc. is displayed on the popup. Trying to just find a way around this and give the customer the target they want, which is as upon XP PRo, these files are always installed on the OS and the installation CDs work fine. I am looking for a component that maybe can provide some support here and get me closer to a full XP Pro image. Been looking for a "Select all" option in Target Designer but haven't found it yet.
